NESA and FIIA explore the impact of EU action on security of supply

The National Emergency Supply Agency (NESA) and the Finnish Institute of International Affairs (FIIA) have launched a joint research project that examines the impact of geoeconomic risks on the security of supply of Finland and the European Union.

The project examines how measures that aim to reduce the EU’s financial risks affect Finland’s security of supply, and how Finland’s expertise in security of supply could be promoted in EU-level discussions. In addition, the project explores the challenges and opportunities that mitigating financial risks presents to Finland and gives concrete proposals on how Finland could increase its impact in the European debate.

The aim of the project is to increase situational awareness and improve the anticipation of possible changes in the operating environment of security of supply. The project also aims to promote international agency related to security of supply and preparedness, as well as research-based dialogue. The objectives of the research are in line with the strategic guidelines of NESA, and it therefore supports the implementation of the strategic mission of NESA, says Analyst Marko Ahvenainen from the National Emergency Supply Agency.

Mikael Wigell, Research Director at the Finnish Institute of International Affairs, emphasises that the EU is currently making significant decisions and taking steps to reduce Europe’s strategic dependencies in various areas, including energy, critical raw materials and pharmaceuticals.

In Finland, too, it is important to understand how these decisions affect our national security of supply and preparedness. Our research aims to enhance understanding of how Europe can better prepare for the most severe crisis situations, says Wigell.

At FIIA, the project is led by Research Director Mikael Wigell. Other researchers in the project are Programme Director Harri Mikkola, Researcher Markus Holmgren, Researcher Joel Linnainmäki and Research assistant Tomi Kristeri. The project will last until August 2025 and is funded by the National Emergency Supply Agency together with the Finnish Institute of International Affairs.
