The new Biden Administration is making cyber a national security priority. National security staffing and structure will reflect this emphasis, reinforced by the recent massive cybersecurity breach across the US government and private sector. Increased transatlantic cooperation will be critical to both resume work on norms to govern cyberspace and to develop understandings on both defensive and offensive measures. The Administration will need to balance the use of unilateral military tools as part of forward defense with the pursuit of alliances, building on previous agreements and understandings with European partners. It remains to be seen how the Administration will pursue discussions with Russia and China on cyber. Former State Department Cyber Coordinator Chris Painter will review the landscape and offer perspectives on this critical issue.
