Revising Europe’s Strategy
The crisis over Ukraine has given reason for a lot of soul-searching within the EU. Not only has its neighbourhood policy been set on a collision course with Russia. The logic of its entire security and defence policy based upon non-territorial threats and the absence of major wars has become challenged. The preparation of the new foreign and security policy strategy recently launched by High Representative Federica Mogherini has to deal with questions essential to Europe’s security. Is the EU’s toolbox in security and defence policy still sufficient in the current political environment? What should the EU do to safeguard its political credibility in an ever more tense regional competition?
