As the world is moving from an era of US leadership in multilateral forums to one of confused multipolar competition, the efficacy of key multilateral organisations has been called into question. Moreover, the legitimacy of these organisations has been challenged by states seeing themselves in a disadvantageous position and by many populist governments and parties. Yet common solutions to global problems are acutely needed. Could the “crisis of multilateralism” be an opportunity for those that remain committed to international cooperation and multilateralism? Can the EU and its member states turn the tables and increase their influence by building coalitions to defend the rules-based order?
This seminar marks the publication of the ECFR Policy Brief “Three crises and an opportunity: Europe’s stake in multilateralism” by Anthony Dworkin and Richard Gowan. An earlier draft of the paper was discussed in a brainstorming session organised jointly with FIIA and the Ministry for Foreign Affairs of Finland in spring 2019.

Mika Aaltola is the Director of the Finnish Institute of International Affairs (FIIA) and Editor-in-Chief of Ulkopolitiikka – the Finnish Journal of Foreign Affairs. Previously, Dr Aaltola worked as the Programme Director of the Global Security research programme at FIIA (2011-2019). His areas of expertise include US foreign and domestic policies as well as the international system and major-power relations. Aaltola is a professor (part-time) at the Tallinn University since 2012 and holds the rank of docent at the University of Tampere. He acted as visiting professor at the University of Minnesota (2006–2008) and as visiting fellow at Cambridge University in 1997. Aaltola has also been a visiting researcher at the Johns Hopkins School of Advanced International Studies (fall 2013) and at the CERI Sciences Po (fall 2010). He obtained his PhD in social sciences from the University of Tampere in 1999.
Senior Policy Fellow, European Council on Foreign Relations (ECFR)
Anthony Dworkin is Senior Policy Fellow at ECFR, where he leads the organisation’s work in the area of human rights, democracy, and justice. Among other subjects, he has conducted research and written on European and US frameworks for counterterrorism, on the European Union’s human rights strategy, and on the pursuit of justice in the international response to mass atrocities. Since 2011, he has also followed political developments in North Africa after the Arab uprisings, with a particular focus on Egypt and Tunisia. Before joining ECFR in 2008, Mr Dworkin was Executive Director of the Crimes of War Project, an NGO that worked to raise public and media awareness of the laws governing armed conflict. He has also worked as a producer and reporter for BBC Current Affairs.

Richard Gowan is an Associate Fellow at the ECFR. He is currently UN director at the International Crisis Group, and was previously research director at New York University’s Center on International Cooperation. He has taught at Columbia University’s School of International and Public Affairs and Stanford in New York, and wrote a weekly column on multilateralism (“Diplomatic Fallout”) for World Politics Review from 2013-2019. He has acted as a consultant to the UN on peacekeeping, political affairs, and migration.

Director, Estonian Foreign Policy Institute
Kristi Raik is the Director of the Estonian Foreign Policy Institute at the International Centre for Defence and Security since 1 February 2018. She is also an Adjunct Professor at the University of Turku. Kristi has previously served, inter alia, as a Senior Research Fellow and Acting Programme Director at FIIA; as an official at the General Secretariat of the Council of the European Union in Brussels; and as a Visiting Fellow at the Centre for European Policy Studies in Brussels and the International Centre for Policy Studies in Kyiv. Kristi has a PhD from the University of Turku. She has published, lectured and commented widely on European foreign and security policy.

Juha Jokela on ohjelmajohtaja Ulkopoliittisen instituutin Euroopan unioni ja strateginen kilpailu -tutkimusohjelmassa.
Jokelan julkaisut ja tutkimusprojektit ovat käsitelleet EU:n sanktiopolitiikkaa, Brexitin poliittisia seuraamuksia EU:lle, arktisen alueen poliittisia ja turvallisuuspoliittisia kehityskulkuja, ulkopolitiikan eurooppalaistumista, EU:n Aasia-suhteita ja Suomen EU-politiikkaa. Hänen nykyisiin tutkimusintresseihinsä kuuluvat differentioitunut integraatio EU:n ulkopolitiikassa sekä G7- ja G20-ryhmien rooli monenvälisessä yhteistyössä.
Aikaisemmin Jokela on työskennellyt EU:n turvallisuusalan tutkimuslaitoksessa vanhempana analyytikkona ja vierailevana vanhempana tutkijana, neuvonantajana Suomen ulkoministeriössä sekä tutkijana ja johtajana Eurooppa-tutkimuksen verkostossa Helsingin yliopistossa. Jokela on Trans European Policy Studies Association (TEPSA) -tutkimusverkoston johtokunnan jäsen, ohjausryhmän jäsen Euro–Välimeri-alueen tutkimuslaitosten ja ajatushautomoiden verkostossa (EuroMesCo) ja saksalaisen ulko- ja eurooppapolitiikan tutkimuskeskuksen (Institut für Europäische Politik, IEP) akateemisen neuvottelukunnan jäsen.
Jokelalla on tohtorintutkinto Bristolin yliopistosta ja yhteiskuntatieteiden kandidaatintutkinto Birminghamin yliopistosta. Hänen tohtorintutkintonsa keskittyi eurooppalaistumiseen ja ulkopolitiikkaan Suomessa ja Iso-Britanniassa.
