Reconstructing Libya

Solving humanitarian crises and regional conflicts by military means has proven very difficult for the international community. The lessons learnt from Afghanistan and Iraq prove the limits of force, complexities of contemporary military operations, and the difficulties of reconstruction and rebuilding in the shadow of lingering violence. Libya’s new government will initially be a weak partner in the rebuilding efforts. Administration will be overwhelmed by different tasks creating conditions ripe for corruption. The distribution of oil-revenues might induce further divisions within the society. The roundtable will examine the lessons from other recent rebuilding efforts and debate the challenges ahead for Libya’s political transition.
