At the Wales Summit in 2014, NATO decided to refocus on its collective defence after two decades of NATO-led crisis management operations. With the implementation of the Wales decisions underway and with the next Summit in Warsaw fast approaching, the discussion is active among the Allies and Partners alike on how to best meet the threats emerging from a new security environment. Russia’s use of force in Ukraine, the instability in the Middle East and North Africa and the problems they pose for Europe’s internal stability all raise difficult questions. How is NATO to take on these issues? What can we expect from the Warsaw Summit? How does NATO view the role of partners as it faces these challenges?
