Resilience as a Strategic Priority for the EU From Vision to Practice

The EU Global Strategy sets resilience as a key priority for the EU’s relations with its neighbours. This is taken to signal a pragmatic move away from proactive democratisation in an increasingly challenging political and security environment in the EU’s neighbourhoods. Yet many questions remain open concerning the actual focus of resilience building, especially when there is no benign leadership to cooperate with. Some answers are expected shortly, as the High Representative and the Commission are about to publish a joint communication on resilience as a strategic priority for the external action of the EU. Wherein lies the added value of this concept and approach for the EU? What concrete proposals are expected? How does the focus on resilience differ in the eastern and southern neighbourhoods? And how does all this link to the EU’s own resilience?
