Member states and EU’s Russian policy: Leadership wanted?

As attested by the EU March decision to postpone the top-level debate on the Union’s policy on Russia, the bloc is experiencing serious problems in the search of consensus on its approach to its once “strategic partner”. The European Commission’s proposal “to push back, to contain and to engage” Russia rather underlines existing internal divisions within the Union than resolves them.

This webinar goes beyond the analysis of bilateral relations with Russia and compares views of the EU member states on the goals and the content of the common foreign policy towards Russia. This webinar will look into the perspectives of Estonia, France, Germany and Greece on the EU’s Russian policy and on how to increase its efficiency.

Kristi Raik

Director, Estonian Foreign Policy Institute (EFPI), Tallinn

Dr Kristi Raik is the Director of the Estonian Foreign Policy Institute at the International Centre for Defence and Security since February 2018. She is also an Adjunct Professor at the University of Turku. Dr Raik has previously served inter alia as a Senior Research Fellow and Acting Programme Director at the Finnish Institute of International Affairs in Helsinki; an official at the General Secretariat of the Council of the European Union in Brussels; and a Visiting Fellow at the Centre for European Policy Studies in Brussels and the International Centre for Policy Studies in Kyiv. She has a PhD from the University of Turku. She has published, lectured and commented widely on European foreign and security policy.

David Cadier

Adjunct Lecturer, Sciences Po, Paris

Dr David Cadier is an Adjunct Lecturer at Sciences Po Paris and an Associate Researcher at LSE IDEAS. Previously, he was a Teaching Fellow at the London School of Economics (LSE) and held visiting positions at a number of international institutions, such as SAIS Johns Hopkins University, the Prague Institute of International Relations and the Finnish Institute of International Affairs. His research mainly focuses on EU-Russia relations, Central Europe, and the relationship between populism and foreign policy.

Susan Stewart

Head of the Eastern Europe and Eurasia Research Division (a.i.), German Institute for International and Security Affairs (SWP), Berlin

Dr Susan Stewart is currently Acting Head of the Eastern Europe and Eurasia Research Division at the German Institute for International and Security Affairs (SWP) in Berlin, where she has worked since 2007. She specializes in the foreign and domestic policy of Ukraine, as well as on EU-Russia and German-Russian relations and developments in the Eastern Partnership context. She holds a BA in Slavic Studies from Harvard University, an MA in International Relations from the Fletcher School of Law and Diplomacy at Tufts University, and a Dr. rer. soc. from the University of Mannheim (Germany). Between 1996 and 2007 she was employed at the Mannheim Centre for European Social Research and the Social Sciences Department of the University of Mannheim, where she pursued research on ethnic minority policy in Ukraine, conflict management regarding Abkhazia and civil society development in Eastern Europe. Her recent and upcoming publications deal with the politics of history in the Russian context and the evolution of Ukrainian foreign policy, as well as EU-Ukraine relations.

Dimitrios Triantaphyllou

Professor of International Relations and Director, Center for International and European Studies (CIES), Kadir Has University, Istanbul

Dr Dimitrios Triantaphyllou is Professor of International Relations and Director of the Center for International and European Studies (CIES) at Kadir Has University in Istanbul. He holds a BA in Political Science and History from the University of California, Berkeley and an MA and PhD in International Relations from the Fletcher School of Law and Diplomacy, Tufts University. He has previously served in various capacities in a number of research and academic institutions such as the Hellenic Foundation for European and Foreign Policy (ELIAMEP), Athens; the EU Institute for Security Studies, Paris; the Hellenic Observatory at the London School of Economics; the University of the Aegean, Rhodes; and the International Center for Black Sea Studies (ICBSS), Athens. He also served as an advisor at the Hellenic Ministry for Foreign Affairs. His more recent applied and research interests include Greek-Turkish Relations, Turkish Foreign Policy, Black Sea Security and Politics, and EU foreign and neighbourhood policies.

Arkady Moshes

Programme Director, FIIA

Arkady Moshes is the Programme Director of the EU’s Eastern Neighbourhood and Russia research programme at FIIA. From 2008 to 2015 he was an Associate Fellow of the Russia and Eurasia Programme at Chatham House. He received his PhD from the Institute of Europe, Russian Academy of Sciences in Moscow. His main areas of expertise include Russia-EU relations and the internal and foreign policy of Ukraine and Belarus.
