Markus Holmgren is a Research Fellow at the Finnish Institute of International Affairs. He is completing his Ph.D. on the geoeconomics of the Internet at the University of Turku. He’s currently also a Visiting Fellow at the Aalto University dept. of Computer Science.
Holmgren’s areas of expertise include the technology power politics, geoeconomic use of data, devices, services, and infrastructure as well as technological development as a field of interstate rivalry. Related to these topics, Holmgren has worked in projects focusing on technological resilience and national tech stack management, geoeconomic risks for corporations, digital regulation and -sovereignty, and Sino-U.S. tech rivalry.
Holmgren’s current work focuses on developing a geoeconomic power -index, on China’s disruptive technologies and geostrategic use of AI and Quantum, on strategic advantage creation through technology, and cloud and geoeconomic agency of hypercompute providers.
