Europe’s possibilities to forge multilateralism

As the world is moving from an era of US leadership in multilateral forums to one of confused multipolar competition, the efficacy of key multilateral organisations has been called into question. Moreover, the legitimacy of these organisations has been challenged by states seeing themselves in a disadvantageous position and by many populist governments and parties. Yet common solutions to global problems are acutely needed. Could the “crisis of multilateralism” be an opportunity for those that remain committed to international cooperation and multilateralism? Can the EU and its member states turn the tables and increase their influence by building coalitions to defend the rules-based order?

This seminar marks the publication of the ECFR Policy Brief “Three crises and an opportunity: Europe’s stake in multilateralism” by Anthony Dworkin and Richard Gowan. An earlier draft of the paper was discussed in a brainstorming session organised jointly with FIIA and the Ministry for Foreign Affairs of Finland in spring 2019.
