Helsinki Security Forum

Helsinki Security Forum (HSF) is the flagship event of the Finnish Institute of International Affairs (FIIA), bringing over 350 decision-makers, experts, and influencers from around the world to Helsinki. The annual conference addresses foreign and security policy challenges, issues, and future prospects. HSF focuses on significant topics relevant to Finland and its neighborhood through annually changing themes. HSF was first held in 2022.

Helsinki Security Forum 2026

The fifth annual Helsinki Security Forum (HSF) will be held on 2–4 October 2026 in Helsinki, Finland. Under the theme Layers of Security, HSF 2026 explores the new security setting and the future of Europe in a rapidly changing world defined by uncertainty and competition. HSF provides a unique platform for discussions that reflect the interconnected layers shaping Europe’s security and resilience.

Helsinki Security Forum 2025

The fourth annual Helsinki Security Forum (HSF) was held 19–21 September 2025. Under the theme ‘The Hour of Europe’, HSF 2025 highlighted Europe’s role in addressing global challenges.

Helsinki Security Forum 2024

At HSF 2024, the conference discussions revolved around the main theme, ‘Towards a Total Defence of Europe – From Apathy to Action?’ and explored topics such as transatlantic relations, defence capabilities, intelligence, critical infrastructure, and climate security, among others.

Helsinki Security Forum 2023

In HSF 2023, the discussions of the conference included topics such as the era of radical uncertainty in Europe, technology development, economic security, as well as reverberations in the Indo-Pacific of the war in Ukraine.

Helsinki Security Forum 2022

In 2022, the Helsinki Security Forum was held for the first time, and the theme was Northern European Security Redone.
