The Finnish Institute of International Affairs (FIIA) hosted a meeting of the EU-Russia Expert Network on foreign policy (EUREN) in Helsinki on 13 December focusing on new security challenges and hybrid threats. The European and Russian experts discussed approaches to countering hybrid threats and explored how the EU and Russia could exchange information about hybrid threats.
