Helsinki Security Forum invites international decision-makers and security policy experts to Finland this week. The three-day conference offers a wide range of discussions both for high-level guests and livestream audiences.
The second annual Helsinki Security Forum will gather high-level experts from the field of international security and defence policy in Helsinki on 29 September–1 October 2023.
The three-day event offers a wide selection of sessions touching upon the topic of European security and defence. Themes include technological development, the relationship of economics to security, reverberations of the war in Ukraine outside of Europe, as well as the various aspects of nuclear deterrence.

HSF 2023 hosts distinguished experts from the field of international security and defence policy, such as NATO Supreme Allied Commander Europe, General Christopher G. Cavoli; NATO’s Nuclear Policy Director Jessica Cox; EU Sanctions Envoy David O’Sullivan; president of the German Marshall Fund Heather Conley; Lieutenant General H.R. McMaster and Principal Deputy Administrator of the US National Nuclear Security Administration, Frank A. Rose.
Also multiple Northern decision-makers will be speaking on the HSF stage, including Prime Minister of Finland, Petteri Orpo, Minister of Defence Antti Häkkänen and Minister for Foreign Affairs Elina Valtonen, as well as the Prime Minister of Estonia Kaja Kallas and Minister of Defence of Sweden Pål Jonson.
Helsinki Security Forum 2023 is themed Deter, Defend and Secure – Europe in the Era of Radical Uncertainty. The same themes will be further explored in this year’s HSF report, with contributions from a group of FIIA researchers. The report is to be published on FIIA website on the opening day of the conference, Friday 29 September.
HSF 2023 is organised by the Finnish Institute of International Affairs (FIIA), with support from the Ministry for Foreign Affairs of Finland, Ministry of Defence of Finland, the City of Helsinki and Patria.
