Senior Research Fellow Sinikukka Saari’s article ”Chickens coming home to roost: Mercenaries strike back” was published in the publication series Chaillot Papers 161 ‘Conflicts to come. 15 scenarios for 2030’. The publication is issued by the European Union Institute for Security Studies (EUISS). The article presents a scenario, where Russian mercenaries and hackers turn against the Russian elite in the 2020s. The author foresees, that such a conflict could be the last straw for Putin’s regime in early 2030s.
