Programme Director at the Institute Arkady Moshes commented in Verkkouutiset on February 26th on the order by the Russian president Putin to set up military exercises in the west of the country near Ukraine. The purpose of the exercises is to test the combat readiness of the Russian military. Moshes said it is not certain that Moscow chooses a hard line against the new Ukrainian leadership.
