FIIA conducted a one-year research project entitled ‘Russia’s changing role in Finland’s neighbourhood’. The project was part of the implementation of the Government Plan for Analysis, Assessment and Research for 2015. The project examined Russia’s political system, the country’s energy and Arctic policies as well as its role in the Baltic Sea region security environment and drew conclusions and made policy recommendations for the Finnish government.
The project’s findings were published in FIIA Analyses and Briefing Papers, and the final report was delivered to the Prime Minister’s Office in summer 2016. The project was directed by Teija Tiilikainen and supervised by the Ministry for Foreign Affairs of Finland. At FIIA, the project was coordinated by Toivo Martikainen, and several FIIA researchers contributed by producing analysis for the project.
