Where is the Climate Agenda heading? COP27 from a Global and European Perspective

 

After another year of extreme weather records and growing global emissions, parties to the United Nations Framework Convention on Climate Change met again at COP27 in Sharm El-Sheikh from 6 to 18 November 2022. COP27 was meant to address the key issues left unsolved a year earlier at COP26 in Glasgow. Most notably, countries were expected to announce new emission reduction targets in line with the goal of limiting global warming to 1.5°C, as well as working on national adaptation plans. Developed countries were also expected to finally provide the $100 billion annual climate finance that they pledged for the years 2020-2025, a target they have failed to achieve so far.

Was progress made on these issues at COP27, and what were the main stumbling blocks? Is the climate agenda keeping the required priority, despite growing geopolitical competition and prospects of economic recession and rising energy and food prices? How has the European Union’s climate and energy framework adapted to recent developments?
