Climate change poses a threat to Finland’s security of supply in multiple ways. Its global consequences, including more frequent and intense extreme weather events such as storms, heatwaves and wildfires, changes to the water cycle, and the degradation of ecosystems, can disrupt food production, mining, industry, pharmaceutical manufacturing, agricultural inputs, and logistics. While the green transition, which aims to mitigate climate change, helps reduce many of these risks, it also creates new vulnerabilities that need to be identified and managed, including dependencies on critical raw materials.
This report examines the impact of climate change on security of supply, identifying the effects that are particularly relevant for Finland. The risks are analysed in four key sectors: the supply of pharmaceuticals, critical raw materials for the energy transition, fertilizers, and the secure and reliable supply of electricity and heat. In addition, the report outlines ways to anticipate and prepare for climate‑related security of supply risks by applying the comprehensive security model.
