Researcher: Russia does not want sanctions to go off

Programme Director at the Institute Mika Aaltola commented on Russia’s announcement on withdrawing troops from the Ukrainian border in Turun Sanomat on May 7th. According to Aaltola, it is a tactical move to gain a better negotiating position.
