Can EU-Belarusian Relations Be Reset?

Program Director at the Institute, Arkady Moshes wrote an article about EU-Belarusian relations. The article was published in the Policy Memos -series of PONARS Eurasia on September 8th. According to Moshes, the only way to really reset EU-Belarusian relations would be for Minsk to launch a comprehensive set of economic and political reforms.
