In his article outlining the strategic logic of hybrid interference, Programme Director Mikael Wigell suggests a new concept democratic deterrence and argues that deterrence policies need to be revamped to face the challenge of hybrid interference. According to Wigell, democratic deterrence is about strengthening liberal democratic values and infrastructure including transparency, accountability, inclusiveness, and civil society.
