A new article by FIIA Senior Fellow Marco Siddi and Irina Kustova has been published in the Journal of European Public Policy in a special issue on EU climate and energy governance in times of crisis. The authors examine EU’s evolving stance on multilateral energy governance and its handling of the Nord Stream 2 project and argue that the EU has shifted from a liberal to a strategic actor.
