Helsinki Security Forum 2026: Layers of security
The era of taking security for granted is over. In a world shaped by disruption, no guarantee, alliance or strategy is enough on its own.
Helsinki Security Forum (HSF) explores this new security setting and the future of Europe in an uncertain and turbulent world. It asks how Europe – and Finland – can strengthen their agency and capacity to act.
This year’s themes include European security and defence cooperation, transatlantic relations, technological sovereignty, defence innovation, energy and climate stability, nuclear deterrence, and Russia’s role in Europe. Together, they reflect the interconnected layers of European security.
In this HSF 2026 report, researchers from the Finnish Institute of International Affairs offer their perspectives on the themes of this year’s forum.
